SCS SB 952 -- KANSAS CITY POLICE OFFICERS

SPONSOR:  Wheeler (Johnson, 47)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Local Government by a vote of 18 to 0.

This substitute creates two new classifications and salary ranges
for master police officers and master detectives and adds
investigators to the salary range designated for detectives and
police officers.

The substitute allows the Kansas City Board of Police
Commissioners to offer incentive pay of no more than 10% of the
base salary earned by police officers of any rank to those who
are assigned duties which are unusually demanding and require an
extraordinary degree of skill.  Currently, the board can offer no
more than 5%.

FISCAL NOTE:  No impact on state funds in FY 2005, FY 2006, and
FY 2007.

PROPONENTS:  Supporters say that the bill will make it more
favorable for career police officers to choose to stay on the
streets.

Testifying for the bill were Senator Wheeler; Kansas City Police
Department; Kansas City Police Officers Association; Fraternal
Order of Police, Missouri Lodge #99; and City of Kansas City.

OPPONENTS:  There was no opposition voiced to the committee.
