COMMITTEE ACTION - Voted "do pass" by the Committee on Motor
Vehicle and Traffic Regulations by a vote of 5 to 3.
The substitute sets the fees that may be charged by fee offices
contracting with the Department of Revenue depending on the
number of yearly transactions done by that office.
The transaction fee for each motor vehicle or trailer license,
vessel certificate of number, outboard motor registration,
certificate of title and title renewal or transfer will be as
follows:
(1) Offices having 100,00 transactions -- $1.50;
(2) Offices having over 75,000 but less than 100,000
transactions -- $1.75;
(3) Offices having over 50,000 but less than 75,000 transactions
-- $1.75;
(4) Offices having over 25,00 but less than 50,000 transactions
-- $2.00;
(5) Offices having less than 25,000 transactions -- $2.00.
The transaction fee for each driver's license, electronic
telephone transmission reception and driving records will be as
follows:
(1) Offices having 100,000 transactions -- $2.00;
(2) Offices having over 75,000 but less than 100,000
transactions -- $2.00;
(3) Offices having over 50,000 but less than 75,000 transactions
-- $2.50;
(4) Offices having over 25,000 but less than 50,000 transactions
-- $2.75;
(5) Offices having less than 25,000 transactions -- $3.00.
Presently the transaction fee for each motor vehicle or trailer
license sold, renewed or transferred, or transfer of title is
$1.50 and the fee for driver's license, electronic telephone
transmission reception and driving records is $2.00.
For the purpose of determining fees, beginning July 1, 1997, the
number of transactions will be based on the number of
transactions in fiscal year 1994 and each year thereafter the
number of transactions will be based on the new succeeding
fiscal year.
This substitute will also allow fee agents to advertise the
services offered and the fee charged for such services.
FISCAL NOTE: No impact on state funds.
PROPONENTS: Supporters say that fee agents have not had an
increase in fees for approximately 10 years, even though several
new duties have been added. Fee agents do a large percentage of
the state's business and offer, in many cases, longer business
hours to accommodate the public.

OPPONENTS: There was no opposition voiced to the committee.

INTRODUCED
HB 1275 -- Fee Office Transactions

This bill allows fee offices to increase the following
transaction fee:
(1) For each motor vehicle, vessel certificate of number,
outboard motor registration, certificate of number, or trailer
license sold, renewed or transferred from $1 to $3;
(2) For each transfer of title, from $1.50 to $3.00;
(3) For each driver's license, from $2.00 to $3.50;
(4) Electronic telephone transmission, from $2.00 to $3.00.
Agents will be required to provide voter registration
application, display state informational materials, and state
tax forms and information. Collection of checks payable to the
Department of Revenue drawn on closed accounts or on accounts
with insufficient funds will be the responsibility of the
department.
