HB 976 -- MOTOR VEHICLE RECORDS (Thomason)
This bill requires the Department of Revenue to provide to all
individuals for whom records are maintained a method by which
the individual may prohibit personal information on such
individual's records from being disclosed.
In addition to the disclosures of motor vehicle records allowed
by federal law, any newspaper or radio or video broadcast media
may request the department to provide motor vehicle records of
individuals specifically named by the media, and upon receipt of
such request, the department must release the requested records.
This bill has an effective date of September 13, 1997.
FISCAL NOTE: Estimated Net Cost to Highway Fund of $0 in FY 97,
$68,863 in FY 98, and $50,374 in FY 99.

PROPONENTS: Supporters say that in some cases people have
obtained certain information and have used this for criminal
activity. A person should have some control over his or her
personal records. The bill also puts Missouri in compliance
with federal requirements.
