AN ACT

Relating to gender discrimination in public schools.

Be it enacted by the General Assembly of the state of Missouri, as follows:

Section 1. 1. The state department of elementary and secondary education shall cooperate with the Missouri women's council, established in chapter 186, RSMo, to research and survey each of Missouri's public school districts to ascertain:

(1) Compliance with the requirements of Title IX of the Education Amendments of 1972;

(2) The differentiation of participation rates between males and females in courses, counseling, classroom activities, athletic programs and vocational programs;

(3) Sexual harassment policies and how such policies are implemented; and

(4) Any other areas in which gender inequities may exist.

2. The department commissioner shall designate a department representative to coordinate efforts with the executive director of the Missouri women's council to carry out the provisions of this section. The council shall prepare a gender equity report within ninety days after August 28, 1996. The council shall submit such gender equity report to the speaker of the house of representatives and the president pro tempore of the senate. The report, compiled after consultation with leading authorities in education equity, shall make recommendations on policies and programs which the legislature shall consider for implementation in the public schools of this state in order to achieve gender equity.
