HB 1090 -- DEPARTMENT OF INSURANCE

This bill eliminates the 6-month waiting period before a former
insurance company officer can become director, deputy director,
division director, or general counsel for the Department of
Insurance.


PERFECTED

HB 1090 -- DEPARTMENT OF INSURANCE (Auer)

This bill repeals the prohibition against a former officer of an
insurer, during the 6-month period after serving the insurer,
from being employed by the Department of Insurance as director,
deputy director, division director, or general counsel.

FISCAL NOTE:  No impact on state funds.


COMMITTEE

HB 1090 -- DEPARTMENT OF INSURANCE

SPONSOR:  Auer

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee
on Insurance by a vote of 14 to 0.

This bill repeals the prohibition against a former officer of an
insurer, during the 6-month period after serving the insurer,
from being employed by the Department of Insurance as director,
deputy director, division director, or general counsel.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that the public loses valuable
expertise by maintaining this prohibition.  Supporters also
maintain that this prohibition implies that there is something
unseemly about being an officer of an insurance company.

Testifying for the bill were Representative Auer; Columbia
Insurance Group; Missouri Insurance Coalition; and Blue
Cross/Blue Shield.

OPPONENTS:  There was no opposition voiced to the committee.
