HJR 52 -- Transportation Funding

This proposed constitutional amendment revises the distribution
of net proceeds from fuel taxes.
(1) Counties currently receive 10% of the proceeds. Under the
resolution they will receive 8.93%
(2) Cities, towns, and villages currently receive 15% of the
proceeds. Under the resolution they will receive 10.61%.
(3) The City of St. Louis will receive 1.45% of the proceeds
under the resolution.
(4) The state receives the remaining proceeds. Currently that
is 75%; under the resolution it will be 79.99%.
The resolution changes the name of the State Road Fund to the
"Transportation Trust Fund." It requires the Department of
Transportation to expend its funds on the basis of statewide and
district planning.
Finally, the resolution adds to the items for which the
transportation fund is to be spent, construction and maintenance
of facilities connected with non-highway modes of
transportation. A .10% sales tax is levied to pay for such non--
highway expenditures. No less than the proceeds from this tax
will be spent for such purposes.
