HB 1655 -- Soil and Water Conservation Districts

Under current law, supervisors of soil and water conservation
districts govern subdistricts.  This bill changes the
supervisor's governing function to an advisory function.  They
are to advise only on formation, consolidation, expansion, or
disestablishment of subdistricts.

The bill changes the requirements for persons serving as
trustees of a subdistrict.  Under current law, a trustee must be
a person living within the subdistrict.  This bill requires the
trustee to be a landowner within the subdistrict.

The bill also adds language on filling vacancies to a
subdistrict board.
