HB 1661 -- LIENS ON REAL PROPERTY

CO-SPONSORS:  Gambaro, Kennedy, Dougherty

COMMITTEE ACTION:  Voted "do pass" by the Committee on Municipal
Corporations by a vote of 13 to 0 with 1 present.

This bill allows a city, town, village, or county with a charter
form of government to have a lien on real property when it has
ordered a person to demolish a dangerous building on that
property and it has paid the person for the work within 120 days
of completing the work.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that in the past, the City of St.
Louis has paid contractors to complete work on a property and
was later unable to collect the amount due from the property
owners.  In order to correct this problem, the bill would allow
political subdivisions, including the City of St. Louis, to file
a lien against a property.

Testifying for the bill were Representative Gambaro; and City of
St. Louis.

OPPONENTS:  There was no opposition voiced to the committee.
