HB 1702 -- Recalculation of Certain Pupils in Hold-Harmless
District At-Risk Funding

Beginning with school year 2000-2001, students who participate
in the voluntary transfer program will be excluded from
calculation of line 14 "at-risk" pupils in hold-harmless
districts.  The base year of 1997-1998 will also be recalculated
to exclude such students.

The bill contains an emergency clause.
