HCS HB 1103 -- HAZARDOUS WASTE

COMMITTEE ACTION:  Voted "do pass" by the Committee on Energy
and Environment by a vote of 14 to 1.

This substitute requires small quantity hazardous waste
generators to register annually, rather than quarterly, with the
Department of Natural Resources.  The substitute also sets the
minimum hazardous waste generator category fee at $50.

FISCAL NOTE:  Net Cost to Hazardous Waste Remedial Fund of $0 in
FY 97, $36,088 in FY 98, and $31,742 in FY 99.

PROPONENTS:  Supporters say that this substitute reduces
paperwork for business without loss of critical reporting data
and establishes a reasonable minimum category fee.

Testifying for the bill were Representative Smith; Missouri
Department of Natural Resources; National Federation of
Independent Business; Missouri Chamber of Commerce; and
Associated Industries of Missouri.

OPPONENTS:  There was no opposition voiced to the committee.
