TRULY AGREED

HB 1131 -- CIVIL AIR PATROL

This bill requires the state of Missouri to grant leave of
absence to any state employee who is a member of the civil air
patrol when called to emergency duty by the Missouri wing
commander. Leave for such duty may not exceed 15 working days
per fiscal year, or without regard to time when responding to a
state or national emergency.  State employees will not forfeit
salary or benefits while on emergency duty and will not be
discharged from state employment due to service in the civil air
patrol.  The Attorney General is required to enforce these
employee rights.  The employee is required to give evidence of
emergency participation.


PERFECTED

patrol, when called to emergency duty by the Missouri wing

COMMITTEE ACTION - Voted "do pass by consent" by the Committee
on  Federal/State Relations and Veterans Affairs by a vote of 9
to 0.

This bill requires the state of Missouri to grant leave of
absence to any state employee who is a member of the civil air
patrol, when called to emergency duty by the Missouri wing
commander. Leave for such duty will not exceed 15 working days
per fiscal year, or without regard to time when responding to
state or national emergency.  State employees will not forfeit
salary or benefits while on emergency duty and will not be
discharged from state employment due to service in the civil air
patrol.  The employee is required to give evidence of emergency
participation.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that this bill would help members of
the Civil Air Patrol better do their job.  The members of the
patrol are volunteers who receive no pay and they should have
leave from state employment with pay when called to an
emergency.  There are only about 50 members who are state
employees.  These are well trained and experienced people who
are first responders to an emergency and often save lives.

Testifying for the bill were Representative Kreider; Department
of Public Safety; and members of the Civil Air Patrol.

OPPONENTS:  There was no opposition voiced to the committee.
