HB 865 -- Tax-Free Zone

This bill creates as a pilot project an economically depressed
tax free zone in Kansas City defined by zip code districts.  All
retail purchases made at commercial establishments in the zone
are exempted from state and local sales and use taxes.  The
project runs from January 1, 1997, to January 1, 1999.  The
Director of the Department of Economic Development is required
to report on the economic impact of the tax-free zone to the
Governor and the Legislature in 1998 and 1999.
