HB 1030 -- CRIME VICTIMS' COMPENSATION

CO-SPONSORS:  Tudor, Ridgeway, Lograsso, Hoppe

COMMITTEE ACTION:  Voted "do pass" by the Committee on Criminal
Law by a vote of 18 to 0.

This bill adds public health insurance programs as a source of
revenue that will reduce compensation paid under the crime
victims' compensation fund.  In addition, the bill adds life
insurance benefits as a source of revenue that will not reduce
compensation paid under the crime victims' compensation fund.

FISCAL NOTE:  Cost to Crime Victims' Compensation Fund of
$311,458 in FY 2000, $384,963 in FY 2001, and $396,512 in FY
2002.

PROPONENTS:  Supporters say that the bill would improve the
crime victims' assistance program by making the existing surplus
of funds available to victims or individuals who have life
insurance.  These parties are currently precluded from recovery
under the crime victims' assistance fund.

Testifying for the bill were Representative Tudor; Survivors of
Homicide Victims; Attorney General's Office; Missouri Victim
Witness Network; and Buchanan County Prosecuting Attorney's
Office.

OPPONENTS:  There was no opposition voiced to the committee.
