AN ACT
Relating to teacher shortages.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section 1. 1. Any school district with at least a five percent shortage of certified teachers
may apply to the department of elementary and secondary education for waivers to allow
retired certificated teachers to teach for up to two years without losing his or her retirement benefits. Such retired teacher need not be in the teachers' salary scale. The department may provide additional incentives to those retired teachers who teach in poor urban
and rural school districts with high teacher vacancy ratios.
2. The department of elementary and secondary education shall adopt rules to implement
the provisions of this section.
3. No rule or portion of a rule promulgated pursuant to the authority of this section shall
become effective unless it has been promulgated pursuant to the provisions of chapter 536,
RSMo.
