HCS HB 148 -- COLLECTION OF TAXES SPONSOR: Brown, 30 (Franz) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Local Government by a vote of 14 to 0. This substitute allows certain counties of the first and second classification to collect property taxes using electronic records and disbursements. County collectors of these counties are required by the fifteenth day of each month to file, with the county clerk and auditor, a detailed statement of all taxes and license fees collected during the preceding month. Taxing authorities will be required to request notification of current taxes paid under protest by February 1, and county collectors must provide the information by March 1. FISCAL NOTE: No impact on state funds in FY 2010, FY 2011, and FY 2012. PROPONENTS: Supporters say that the bill will save counties money by giving local governments a more efficient tool for collecting taxes. The bill also clarifies certain language and removes some obsolete provisions. Testifying for the bill were Representative Franz; and Missouri County Collectors Association.
