HCS HB 251 -- SALE OF MILK

SPONSOR:  Wright (Cunningham)

COMMITTEE ACTION:  Voted "do pass by consent" by the Special
Committee on Emerging Issues in Animal Agriculture by a vote of
11 to 0.

This substitute specifies that a cooperative association
providing economic benefits and services to its members for the
purchase of milk products is not a violation of Section 416.440,
RSMo, the Unfair Milk Sales Practices Act.

FISCAL NOTE:  No impact on state funds in FY 2010, FY 2011, and
FY 2012.

PROPONENTS:  Supporters say that the bill makes a needed
clarification of the Missouri Unfair Milk Sales Practices Act.
The bill does not change other provisions of the act.

Testifying for the bill were Representative Cunningham; Steve
Arnold, Sr., Associated Wholesale Grocers; and David Shaw,
Missouri Grocers' Association.

OPPONENTS:  There was no opposition voiced to the committee.
