Summary of the Committee Version of the Bill

HB 259 -- HEALTH CARE CLAIMS

SPONSOR:  Tilley

COMMITTEE ACTION:  Voted "do pass by consent" by the Special
Committee on Health Insurance by a vote of 13 to 0.

This bill allows a health insurance carrier 45 processing days,
instead of the current 45 calendar days, to pay a claim.

FISCAL NOTE:  No impact on state funds in FY 2010, FY 2011, and
FY 2012.

PROPONENTS:  Supporters say that the bill clarifies that the
claims process will begin when the claim forms are fully
completed by the health care provider and properly submitted to
the health insurance carrier.

Testifying for the bill were Representative Ervin; William
Shoehigh; Anthem Blue Cross and Blue Shield; Blue Cross Blue
Shield of Kansas City; Mercy Health Plans; Coventry Health Care
of Kansas City, Incorporated; and Missouri Insurance Coalition.

OPPONENTS:  There was no opposition voiced to the committee.
