Summary of the Committee Version of the Bill

HB 537 -- CONVEYANCE IN ST. LOUIS CITY

SPONSOR:  Dixon

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Corrections and Public Institutions by a vote of 11 to 0.

This bill authorizes the Governor to convey state property
located in St. Louis City, which is currently being used by the
Department of Corrections as a minimum security correctional
facility, to the Highways and Transportation Commission for the
new Mississippi River Bridge project.

FISCAL NOTE:  Estimated Income on General Revenue Fund of
$158,500 in FY 2010, $0 in FY 2011, and $0 in FY 2012.  Estimated
Cost on Other State Funds of $158,500 in FY 2010, $0 in FY 2011,
and $0 in FY 2012.

PROPONENTS:  Supporters say that the federal government has
approved a new bridge over the Mississippi River in St. Louis but
the Department of Transportation needs some property belonging to
the Department of Corrections for an exit ramp.

Testifying for the bill were Representative Dixon; and Department
of Transportation.

OPPONENTS:  There was no opposition voiced to the committee.

OTHERS:  Others testifying on the bill say the property is a
parking lot at a halfway house, and its operation will not be
affected by the bill.

Testifying on the bill were Department of Corrections; and Office
of Administration.
