HB 544 -- MISSOURI ACCOUNTABILITY PORTAL SPONSOR: Smith (150) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Corrections and Public Institutions by a vote of 11 to 0. This bill requires the Commissioner of the Office of Administration to maintain the Missouri Accountability Portal established in Executive Order 07-24 as a free Internet-based tool allowing citizens to demand fiscal discipline and responsibility. The portal will consist of an easy-to-search database of financial transactions related to the purchase of goods and services and distribution of funds for state programs. The portal must be updated each business day and maintained as the primary source of information about the activities of state government. FISCAL NOTE: No impact on state funds in FY 2010, FY 2011, and FY 2012. PROPONENTS: Supporters say that the bill makes Governor Blunt's executive order law. It establishes transparency in state government by allowing the public to see all state information and expenditures on the Internet. Testifying for the bill was Representative Smith (150).
