Summary of the Committee Version of the Bill

HCS HB 550 -- IMPLANTATION OF CERTAIN IDENTIFICATION DEVICES

SPONSOR:  Guest

COMMITTEE ACTION:  Voted "do pass" by the Committee on Real ID
and Personal Privacy by a vote of 8 to 0.

This substitute makes it illegal to implant a device into any
person that is capable of transmitting personal information.

FISCAL NOTE:  No impact on state funds in FY 2010, FY 2011, and
FY 2012.

PROPONENTS:  Supporters say that implanting identification
devices is not necessary for safety tracking purposes, especially
in nursing homes.  The bill will protect babies, minors, the
elderly, and the disabled.

Testifying for the bill were Representative Guest; and Louise
Diender.

OPPONENTS:  There was no opposition voiced to the committee.
