HCS HB 568 & 534 -- VOTER REGISTRATION SPONSOR: Wright (Koenig) COMMITTEE ACTION: Voted "do pass" by the Special Committee on Emerging Issues in Animal Agriculture by a vote of 12 to 0. This substitute requires the Office of the Secretary of State to provide voter registration application forms to the Department of Conservation for distribution to its local offices and resident hunting and fishing permit vendors. The offices and vendors must make the registration forms available to all resident applicants for permits including telephone requests. The permit applicant is responsible for mailing the completed voter application form to the appropriate election authority. FISCAL NOTE: No impact on state funds in FY 2010, FY 2011, and FY 2012. PROPONENTS: Supporters say that the bill has been endorsed by the Secretary of State. The distribution of voter registration forms to purchasers of fishing or hunting licenses is not a burden to the license vendors and will make it convenient for more citizens to register and participate in the election process. Testifying for the bill were Representatives Dixon and Koenig. OPPONENTS: There was no opposition voiced to the committee. OTHERS: Others testifying on the bill say that several vendors were polled and a majority of them were opposed to the additional burden placed on them by the bill.
