Summary of the Committee Version of the Bill

HCS HB 622 -- COURT RECORDS FOR SEXUAL OFFENSES

SPONSOR:  Stevenson (Roorda)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Judiciary by a vote of 14 to 0.

Currently, a victim of sexual assault, domestic assault,
stalking, or forcible rape is protected from being identified by
having his or her name redacted from the public record prior to
disclosure to the public if the information could compromise the
welfare or safety of the victim of the crime.  This substitute
specifies that the perpetrator's identifying information cannot
be redacted.

FISCAL NOTE:  No impact on state funds in FY 2010, FY 2011, and
FY 2012.

PROPONENTS:  Supporters say that the bill will close a loophole
that allows these offenders to remove their identifying
information from the court records.

Testifying for the bill were Representative Roorda; and Missouri
Coalition Against Domestic and Sexual Violence.

OPPONENTS:  There was no opposition voiced to the committee.
