Summary of the Committee Version of the Bill

HB 709 -- VOTER IDENTIFICATION CARDS

SPONSOR:  Dusenberg

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Elections by a vote of 10 to 0.

Currently, election authorities are required to issue voter
notification cards to voters no later than 90 days prior to a
primary or general election with certain exceptions.  This bill
changes the reference from notification to identification cards
and specifies that individuals registering to vote by postcard
and who have not previously voted will not receive an
identification card.

FISCAL NOTE:  No impact on state funds in FY 2010, FY 2011, and
FY 2012.

PROPONENTS:  Supporters say that the bill will allow the use of
voter identification cards to vote.  Notification cards cannot be
used to vote and do not serve any real purpose since the
photographic identification bill was ruled unconstitutional.

Testifying for the bill were Representative Dusenberg; Darrell
Kemp, Missouri County Clerks Association; Janet Ritter,
Missourians Against Illegal Immigration; Tammy Brown, Jackson
County Election Board; and Dale Russell.

OPPONENTS:  There was no opposition voiced to the committee.
