HB 716 -- NEWBORN SCREENING TESTS SPONSOR: Todd COMMITTEE ACTION: Voted "do pass" by the Committee on Health Care Policy by a vote of 9 to 0. This bill establishes the Brady Alan Cunningham Newborn Screening Act which requires, by July 1, 2010, the Department of Health and Senior Services to expand newborn screening requirements to include certain lysosomal storage diseases. The department is authorized to increase the current fee associated with newborn screening tests to cover the additional costs of the expanded tests. FISCAL NOTE: Estimated Effect on General Revenue Fund of a cost of $627,382 in FY 2010, an income of $313,691 in FY 2011, and an income of $313,691 in FY 2012. No impact on Other State Funds in FY 2010, FY 2011, and FY 2012. PROPONENTS: Supporters say that the bill will save the lives of children by expanding required newborn screenings, increased fees will be negligible, and there could ultimately be a cost saving because diseases can be treated early with positive outcomes.
