HB 734 -- WATER POLLUTION PERMIT FEES SPONSOR: Ruzicka COMMITTEE ACTION: Voted "do pass" by the Committee on Conservation and Natural Resources by a vote of 11 to 0. This bill extends the authority of the Clean Water Commission within the Department of Natural Resources to charge fees for construction permits, operating permits, and operator's certifications related to water pollution control from December 31, 2009, to December 31, 2010. FISCAL NOTE: No impact on General Revenue Fund in FY 2010, FY 2011, and FY 2012. Estimated Cost on Other State Funds of $188,108 in FY 2010, $2,586,074 in FY 2011, and $5,601,882 in FY 2012. PROPONENTS: Supporters say that the bill is necessary for Missouri to comply with the federal Environmental Protection Agency's requirements during the next year. Many individuals are currently working to develop a long-term fee structure.
