HCS HB 736 -- EMERGENCY CALL LOCATION INFORMATION SPONSOR: Bruns (Pollock) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Public Safety by a vote of 12 to 0. This substitute requires a telecommunications carrier to provide, upon request, call location information concerning the user of the service, including a wireless telecommunications service, to a law enforcement official or agency in an emergency situation that involves danger of death or serious physical injury or to any person where disclosure of communications relating to an emergency is required without delay. There will be no cause of action in any court against the carrier or telecommunications service or its officers, employees, agents, or other specified persons for providing this information to a law enforcement official or agency. FISCAL NOTE: No impact on state funds in FY 2010, FY 2011, and FY 2012. PROPONENTS: Supporters say that the bill requires cell phone carriers to provide adequate information in their possession that will allow law enforcement to respond quickly to an emergency situation.
