HB 747 -- SEXUAL CONTACT WITH A PRISONER SPONSOR: Witte COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Corrections and Public Institutions by a vote of 12 to 0. This bill specifies that in order for a person to be guilty of the crime of sexual contact with a prisoner or offender, the prisoner or offender must be confined in a jail, prison, or correctional facility. FISCAL NOTE: No impact on state funds in FY 2010, FY 2011, and FY 2012. PROPONENTS: Supporters say that the original law was designed to prevent corrections officers from having sexual contact with inmates, not to prohibit corrections employees from having sexual contact with persons on probation.
