HCS HB 825 -- METROPOLITAN ST. LOUIS SEWER DISTRICT STORM WATER MANAGEMENT FEES SPONSOR: Jones (89) COMMITTEE ACTION: Voted "do pass" by the Special Committee on General Laws by a vote of 9 to 4. This substitute prohibits the Metropolitan St. Louis Sewer District from assessing a district property owner any fee, charge, or tax for storm water management services if the district does not directly provide sanitary sewer services to the property and the storm water runoff from the property does not flow, is not conveyed to a sewer maintained by the district, or is not planned to flow to a district sewer within 18 months of the assessment. FISCAL NOTE: No impact on state funds in FY 2010, FY 2011, and FY 2012. PROPONENTS: Supporters say that the bill is necessary to prevent the Metropolitan St. Louis Sewer District from charging a new impervious area fee to areas that it provides few services to and that do not make use of the sewer system. OPPONENTS: Those who oppose the bill say that the sewer district does provide regulatory services to the entire area and that funding is necessary to comply with the federal Clean Water Act.
