HCS HB 844 -- CIVIL AIR PATROL SPONSOR: Fisher, 125 (Aull) COMMITTEE ACTION: Voted "do pass by consent" by the Special Committee on Workforce Development and Workplace Safety by a vote of 12 to 0. This substitute changes the laws regarding members of the Civil Air Patrol who participate in emergency services or counter narcotics missions. In its main provisions, the substitute: (1) Removes the reference to state employees and makes the provisions applicable to all members of the patrol; (2) Changes leave of absence for services to be based on a calendar year instead of a fiscal year; (3) Specifies that no private employer is obligated to pay salaries during the period of leave; and (4) Requires any employee of a private employer who is or may become a civil patrol member to be entitled to receive all benefits and job protections provided to state employees. FISCAL NOTE: No impact on state funds in FY 2010, FY 2011, and FY 2012. PROPONENTS: Supporters say that the bill allows employees in the private sector to volunteer for duty in the Civil Air Patrol when needed and have the same job protections as public employees. Testifying for the bill were Representative Aull; Eric M. Jensen, Civil Air Patrol; and Timothy G. Mohr. OPPONENTS: There was no opposition voiced to the committee.Copyright (c) Missouri House of Representatives
