COMMITTEE ACTION: Voted "do pass" by the Special Committee on
General Laws by a vote of 11 to 0.
This bill changes the procedure by which a substitute for a bill
may be adopted by requiring each change made to an introduced
bill or previously adopted substitute to be made by a written
amendment and requiring adoption of the amendment by a recorded
vote. A legislative sponsor must be designated on the front of
each amendment.
FISCAL NOTE: No impact on state funds in FY 2010, FY 2011, and
FY 2012.
PROPONENTS: Supporters say that the bill will achieve
transparency in the legislative process by requiring the
identification of each individual responsible for changing a
bill. The public should be able to identify how a bill was
modified and who authored the changes.
Testifying for the bill were Representative Wood; and Kathy
Clark, Beverly Thomas, and Paul Halbach, Friends of Table Rock
Lake.
OPPONENTS: There was no opposition voiced to the committee.
