HB 866 -- COMPLAINTS AGAINST LICENSED PROFESSIONALS SPONSOR: Wells COMMITTEE ACTION: Voted "do pass by consent" by the Special Committee on Professional Registration and Licensing by a vote of 13 to 0. This bill allows the State Board of Registration for the Healing Arts and the State Committee for Social Workers within the Department of Insurance, Financial Institutions and Professional Registration to remove unsubstantiated complaints made against licensed social workers and physicians by offenders who have been ordered into custody, detained, or held by the Department of Mental Health as sexually violent predators. FISCAL NOTE: No impact on state funds in FY 2010, FY 2011, and FY 2012. PROPONENTS: Supporters say that there are frivolous complaints brought against mental health providers and physicians working in the Missouri Sexual Offender Treatment Center. The bill will give these professionals the same protections as persons working in correctional facilities. Testifying for the bill were Representative Smith (150); and Division of Comprehensive Psychiatric Services, Department of Mental Health.
