Summary of the Committee Version of the Bill

HCS HB 986 -- DIAGNOSTIC IMAGING SERVICES

SPONSOR:  Schaaf

COMMITTEE ACTION:  Voted "do pass" by the Committee on Healthcare
Transformation by a vote of 11 to 0.

This substitute prohibits a health carrier or health benefit plan
from denying reimbursement for diagnostic imaging services based
solely on a licensed physician's specialty or professional board
certification.

FISCAL NOTE:  No impact on state funds in FY 2010, FY 2011, and
FY 2012.

PROPONENTS:  Supporters say that the bill will not allow health
carriers or health benefit plans to discriminate based on the
provider's professional designation.  The bill shouldn't raise
healthcare costs.

Testifying for the bill were Representative Schaaf; Tom Reinsle;
and Missouri State Orthopedic Association.

OPPONENTS:  There was no opposition voiced to the committee.

OTHERS:  Others testifying on the bill say that the language of
the bill needs to be more clear.

Testifying on the bill were Aetna; and Cigna.
