HB 1031 -- College Remedial Course Reimbursement

Beginning with academic year 2010-2011, this bill allows a
graduate of a Missouri public high school who is assigned to
remedial courses in mathematics, reading, or English composition
by a public two-year or four-year higher education institution to
apply for reimbursement for the tuition for those courses.  The
reimbursement will be funded by the Classroom Trust Fund payment
of the district from which the student graduated, and the
reimbursement will be directly proportional to the three-year
rolling average of the high school's remediation rate, as
specified in the bill.  The student may receive reimbursement for
taking a course one time.  If the district's Classroom Trust Fund
moneys do not cover the reimbursement, the district's
responsibility for reimbursement is waived.  The Joint Committee
on Education must study the remediation data after the 2013-2014
academic year to determine if the bill has any effect on the
remediation rate and other related matters.
