HB 1036 -- School Property Transactions

This bill requires the St. Louis City School Board to give
priority to any charter school regarding the sale or lease of the
district's real or personal property.  Any board member, officer,
or employee who attempts to prohibit or limit the sale or lease
will be personally liable for a civil penalty of from $5,000 to
$10,000 for each violation plus three times the amount of damages
sustained by the charter school.  Damages may also be awarded
when a board member, officer, or employee is found guilty of
wasting public moneys or causing property values in the district
to decline.  These members, officers, or employees will be
ineligible for state or local legal defense funds and will be
personally liable for their actions.
