Summary of the Introduced Bill

HB 1049 -- Transportation

This bill changes the laws regarding transportation.  In its main
provisions, the bill:

(1)  Eliminates the position of Transportation Inspector General
for the Joint Committee on Transportation Oversight;

(2)  Allows the Chair and Vice Chair of the Highways and
Transportation Commission the option to rotate positions.
Currently, the vice chair is required to assume the position of
chair when the chair's one-year term expires;

(3)  Repeals the provisions regarding the joint committee's
approval of special license plates and returns it to the General
Assembly through legislation; and

(4)  Requires every fiscal note accompanying a bill regarding the
establishment of a specialty license plate to state whether or
not the proposed legislation has been evaluated by the Department
of Revenue, to include a copy of the organization's application,
and to specifically state whether or not the organization has the
required number of potential applicants and has paid the required
application fee.
