HB 1051 -- Higher Education Energy Savings Project

This bill establishes the Higher Education Energy Savings
Project, a pilot project at Northwest Missouri State University,
to encourage and fund reduced energy use on the campus by
purchasing or generating energy from renewable sources or
recycled materials, improving or replacing central plant
equipment and distribution systems, and implementing other energy
saving measures.  By January 1, 2011, the university must submit
an energy saving project proposal to the Energy Center of the
Department of Natural Resources for its review and approval.  The
Environmental Improvement and Energy Resources Authority within
the department may issue up to $12 million in bonds for the
project; and grants, donations, state appropriations, and federal
stimulus funds may also be used.  The university must report
annually to the General Assembly on the project's progress.

The provisions of the bill will expire six years from the
effective date.
