HB 1134 -- Civil Disaster Response Corps

This bill establishes the Civil Disaster Response Corps within
the Department of Public Safety.  The duties of the corps include
developing expertise in a group not to exceed 1,150 people for
emergency response, hazard mitigation, and disaster recovery in
rapid deployment upon a call-up by the Governor when an emergency
has been proclaimed or by a resolution of the General Assembly.
Members of the corps will be available for call-up for a period
of up to 21 days each year and will not be eligible for a federal
call-up.  Members will receive an annual stipend of $3,000 and
have the same protections from unlawful termination of civilian
employment as members of the Missouri National Guard upon
call-up.  The corps will be organized into three regional
battalions, each comprised of three companies of approximately
120 members each, assigned to the nine Congressional districts as
their boundaries exist in 2009.  A separate headquarters unit
will contain up to 25 members as needed.
