HB 1135 -- Blighted Property

This bill allows any political subdivision to declare any real
property blighted if the political subdivision has been unable to
contact or locate the last-known property owner for a period of
at least five years using all reasonable and accepted methods of
providing notice because the owner resides or is reasonably
believed to reside outside the state.
