HB 1148 -- Missouri Sustainable Energy Authority Sponsor: Holsman This bill establishes the Missouri Sustainable Energy Authority within the Department of Natural Resources comprised of two members of the House of Representatives, two members of the Senate, the department director, and four industry representatives appointed by the Governor with the advice and consent of the Senate. The authority will manage the moneys collected for the renewable portfolio credits purchased by a utility company and oversee the Solar and Wind Incentive Program, the Energy Efficiency Program, the Missouri Renewable Energy Loan Program, any statewide recycling program, and state funding for the Center for Sustainable Energy at the University of Missouri. All utility companies must charge a three-tenths of one cent surcharge to any kilowatt hours over 1,500 used by a customer in a 30-day period. No one 65 years of age or older or whose income is 300% of the federal poverty level will be charged the surcharge. Moneys collected from the surcharge are to be used to purchase Missouri State Sustainable Portfolio Credits which may be sold to both public or private utilities in other states. The value of the credits will annually be established by the authority. If a company meets its target renewable energy portfolio standard but is still receiving the sustainable energy surcharge, the company must purchase an opt-out credit equaling 75% of the revenue received from the surcharge and apply the remaining 25% toward renewable and alternative forms of energy research and development. The Solar and Wind Incentive Program is established to provide financial incentives to residential owners for the purchase and installation of solar photovoltaic systems or wind turbines. Applicants will receive 50% of the cost of installing the system or turbine up to $12,000 per applicant. Assistance will be limited to once every three years with a total cap of $500,000 per year.Copyright (c) Missouri House of Representatives
