HB 1159 -- Public Employee Collective Bargaining Sponsor: Meadows This bill changes the laws regarding public employee collective bargaining. In its main provisions, the bill: (1) Repeals the provision prohibiting police, deputy sheriffs, State Highway Patrol members, Missouri National Guard members, and teachers of Missouri schools, colleges, and universities from forming or joining labor organizations to collectively bargain regarding salaries and other conditions of employment; (2) Requires a public body and the exclusive bargaining representative to bargain in good faith to reach an amicable agreement; (3) Requires tentative bargaining agreements to be ratified as specified by the process established by the exclusive bargaining representative; and (4) Specifies that disputes must be resolved as specified in the impasse resolution process agreed to by both parties if an agreement is not reached. If no impasse resolution process is agreed to, upon application of either party or upon its own motion, the State Board of Mediation within the Department of Labor and Industrial Relations may hold a conference with the parties and assist in negotiating or drafting a settlement agreement or submitting the dispute to binding arbitration.Copyright (c) Missouri House of Representatives
