Summary of the Introduced Bill

HB 1180 -- Ethics

This bill changes the laws regarding ethics.  In its main
provisions, the bill:

(1)  Requires a nominee appointed by the Governor for any public
office or position on any board, commission, committee, council,
state agency, or other organization to file a report with the
Missouri Ethics Commission disclosing certain political donations
and other expenditures for the two-year period immediately prior
to his or her nomination.  The report will be a public record;

(2)  Prohibits the use of all state-owned or -leased property or
buildings for fund-raising activities or events in support or
opposition of any candidate, ballot measure, political party, or
political party committee; and

(3)  Specifies that a member of the General Assembly who has been
found guilty of or pled guilty to a felony will immediately
forfeit his or her office, will not be qualified as a candidate
for elective public office in the state or any of its political
subdivisions, and must forfeit all state retirement benefits.
