HB 1183 -- MO HealthNet Trust Fund

This bill creates the MO HealthNet Trust Fund which, upon
appropriations, will be used for the administration of the MO
HealthNet Program.  A checkoff box on the Missouri individual and
corporate tax income forms is authorized for donations to the
fund.  Beginning January 1, 2009, each individual or corporation
can designate a portion of any refund due to the trust fund.
Designations can be $1 or any amount in excess of $1 on a single
return and $2 or any amount in excess of $2 on a combined return.
An individual or corporation that is not entitled to a tax refund
can make a contribution to the trust fund with the payment of
taxes by a separate check, draft, or other negotiable instrument
or send in the contribution separately.  The Director of the
Department of Revenue is required to deposit all contributions on
a monthly basis, less an amount sufficient to cover the cost of
collection and handling.

The provisions of the bill will expire December 31 six years from
the effective date.
