HB 1190 -- Construction Liens

This bill requires a contractor who contracts with other
contractors for a construction project to provide written notice
to the homeowner that a lien may be placed on the home if the
contractor fails to pay for the materials used by any contractor
or subcontractor.  The contractor must have a signed
acknowledgment that the homeowner has received notice, and a copy
of the signed acknowledgment must be given to any entity
extending credit to the contractor.  Any lien will only be
enforceable if the party attempting to enforce the lien can
produce a signed copy of the acknowledgment.
