HB 215 -- Port Improvement District Act

This bill establishes the Port Improvement District Act which
allows port authority boards to establish port improvement
districts to fund projects benefitting property in the district
with a voter-approved real property tax or sales and use tax, or
both.  The bill authorizes a sales and use tax of up to 1% on all
taxable retail sales excluding sales of motor vehicles, trailers,
boats, outboard motors, and sales to or from public utilities.
Port improvement projects include projects in the district for
environmental cleanup; energy conservation or increased energy
efficiency; wetland creation, preservation, or relocation;
construction or modification of buildings and structures for the
purpose of preventing or reducing pollution, disposing of solid
waste, or providing water facilities; and the acquisition,
operation, maintenance, repair, rehabilitation, reconstruction,
or construction of real property that has significant history,
architecture, archeology, or culture to this country, state, or
political subdivision.
