HB 396 -- Service of Process on Local Governments

This bill adds requirements to the service of process in cases
where a city or county is a party in a suit.  In cases where a
county is a party, the bill adds the chief executive officer of
any county entity which is named as a defendant in a suit to the
list of people to whom a copy of the summons must be delivered.
In the case of a city, the bill removes the option of a copy of
the summons to the mayor, city clerk, or city attorney and
requires it to be delivered to the chief executive officer of the
city, the chief executive officer of any city entity which is
named as a defendant in the suit, and the city clerk or city
attorney.
