HB 444 -- Child Custody Exchange Fund

This bill authorizes counties to assess a fee of between $1 and
$8 on all civil case filings by the clerk of the circuit court to
be deposited into the county's newly created neutral site custody
exchange fund.  The governing body of the county establishing the
fund must make annual grant disbursements to one or more
qualified nonprofit organizations for the purpose of implementing
a neutral site child custody exchange program as approved by the
chief judge of the county's judicial circuit.  The disbursements
to any nonprofit organization cannot exceed $500,000 per year.
Any residual money left in the fund will be paid to the county
treasurer for the administration of justice in the county.
