HB 470 -- Missouri Global Warming Solutions Act of 2008 Sponsor: Low This bill establishes the Missouri Global Warming Solutions Act of 2008 to reduce emissions of greenhouse gases. In its main provisions, the bill: (1) Requires the Air Conservation Commission within the Department of Natural Resources to establish rules to reduce the emission of greenhouse gases and monitor the compliance of statewide emission limits. These rules will be designed to achieve an acceptable limit on emissions by 2023; (2) Requires the commission, by July 1, 2010, to publish a list of early action greenhouse gas emission measures and to adopt regulations to implement the listed actions by January 1, 2013; adopt regulations to require reporting and verification of statewide emissions and to monitor and enforce the program by January 1, 2011; and approve a plan by January 1, 2012, for achieving the maximum technologically feasible and cost-effective reductions in greenhouse gas emissions by 2023 through consultation with other agencies including the Missouri Public Service Commission; (3) Requires the commission to adopt emissions limits and reduction measures to achieve the maximum technologically feasible and cost-effective reductions to achieve the statewide limit by January 1, 2014. The regulations must become operative beginning January 1, 2015; (4) Requires the commission to make recommendations to the Governor and General Assembly on how to continue reductions of greenhouse gas emissions beyond 2023; (5) Requires the commission to consult with other states, the federal government, and other nations to identify the most effective strategies and methods to reduce greenhouse gases, manage greenhouse gas control programs, and facilitate the development of integrated and cost-effective regional, national, and international gas reduction programs; and (6) Specifies that an individual who violates any provision of the bill will be guilty of a class A misdemeanor.Copyright (c) Missouri House of Representatives
