HB 649 -- Absentee Ballots

This bill allows absentee ballots to be sent by facsimile or
under a program approved by the United States Department of
Defense for the electronic transmission of election materials to
persons in federal service if the Secretary of State determines
that the person is in an inaccessible location on election day.
Absentee ballots cast by absent uniformed services voters that
are postmarked on or prior to election day and received within
seven days of the election are to be counted.
