HB 677 -- Certain Special License Plate Fees

Currently, moneys received for the Missouri State Humane
Association special license plate are deposited into the Missouri
Pet Spay/Neuter Fund for the exclusive use of spaying and
neutering dogs and cats.  This bill renames the fund the Missouri
Commercial Breeder Inspection Fund and requires the moneys be
used exclusively for inspecting commercial breeders.
