HB 695 -- Joint Committee on Ballot Statements

This bill establishes the Joint Committee on Ballot Statements to
prepare and review ballot summary statements for all initiative
petitions and referendums submitted to voters by either the
General Assembly or the initiative petition process.

The 10-member committee will consist of five members appointed by
the President Pro Tem and the Minority Floor Leader of the Senate
and five members appointed by the Speaker and the Minority Floor
Leader of the House of Representatives.  The requirements for
committee membership are specified in the bill.  A majority of
the members of the committee will be required to approve a ballot
statement.  Subject to appropriations, the committee may be
staffed by legislative personnel; and the committee members will
not receive compensation for their duties but may be reimbursed
for actual expenses.
